Yes, use a power plane.

If you don’t have a power plane then you could try using a surform tool either in a plane or file shape, but make sure you follow the length of the frame and not go from side to side otherwise you may cause damage to the frame as the blade is quite rough.

yes you should be able to but check that it has what looks like ridges running long ways around edge out side of the frame, they normally stand about 5mm up off the frame and if this is the case you could shave a good 8mm from the frame (4mm from each side
